A well-functioning public administration is a cornerstone of democratic governance and accountability. Its quality determines a government's ability to deliver essential services, prevent corruption, and foster an enabling environment for competitiveness and growth. Public administration reform is therefore one of the most important horizontal reforms—providing the framework that makes all other sectoral policies possible.

GOPA supports governments in designing and implementing modern reform policies that make institutions more transparent, effective, and citizen-centred. Our work spans the full reform cycle: from restructuring government agencies and designing reform strategies, to strengthening evidence-based policy planning, regulatory simplification, and performance assessment frameworks. We promote whole-of-government coordination, connecting institutions horizontally and vertically to reduce fragmentation and improve policy coherence.
